<h3 style="text-align: center;">County Judge Bob Hebert inducted into Impact a Hero Hall of Fame</h3>
<p style="text-align: left;"><img style="float: right;" src="/clients/1529/332247.jpg" width="240" height="336" /><b>FORT BEND COUNTY, TX</b>- Bob Hebert, a strong supporter of Impact Players, a 501(c)           (3) organization, created to provide a simple mechanism for  individuals           and corporations to help provide emotional and financial  support for           our severely wounded /disabled War Veterans and  their families was recognized at the 6<sup>th</sup> annual Impact a Hero Hall of Fame Gala Dinner held at the Sugar Land Marriott on Sunday evening June 7, 2010.&nbsp; The primary goal of the Impact A Hero Weekend was to bring a &ldquo;Message of Appreciation&rdquo;<b> </b>to our troops. The room was packed with local supporters of the organization. Many troops in attendance were emotionally and physically wounded from their time participating in Operation Enduring Freedom and Operation Iraqi Freedom.&nbsp; All were honored at the event.&nbsp; Judge Hebert accepted the award and reaffirmed his strong support of the organization where the majority of its charitable contributions directly benefit the charity.&nbsp; He mentioned, &ldquo;It&rsquo;s easy to support an organization like Impact Players that aims to make life easier for the men and women who protect our freedom.&nbsp; This is an event that I look forward to and encourage others to attend every year."</p>

<h3 style="text-align: center;">NATIONAL ASSOCIATION OF COUNTIES RECOGNIZES FORT BEND COUNTY WITH AWARD</h3>
<p><img style="float: left;" src="/clients/1529/329311.jpg" width="259" height="323" /></p>
<p style="text-align: justify;"><b>FORT BEND COUNTY, TX- </b>Fort Bend County Judge Bob Hebert&nbsp;has been&nbsp;notified that the National Association of Counties will recognize Fort Bend with a 2010 Achievement Award for the <b>Flood Map Modernization Project.</b> The Annual Achievement Award Program, began in 1970, where applications are judged based on their own merits according to a set of outlined criteria. All winning program titles will be available online at www.naco.org by the end of June and abstracts of each winning program will be available in August. The Flood Map Modernization Project was initiated to replace obsolete information with accurate information, gathered by applying modern mapping technologies, &nbsp;in order to properly identify and manage county flood hazards effectively while protecting lives and property.</p>
<p style="text-align: justify;">The initial formal floodplain study was performed in 1984 prior to <st1:place u1:st="on"><st1:placetype u1:st="on"><st1:place w:st="on"><st1:placetype w:st="on">Fort</st1:placetype></st1:place> <st1:placename w:st="on"><st1:placename u1:st="on">Bend</st1:placename></st1:placename> <st1:placetype w:st="on"><st1:placetype u1:st="on">County</st1:placetype></st1:placetype></st1:placetype></st1:place> joining the National Flood Insurance Program in 1987. That mapping project necessarily relied on often questionable historic observations and limited factual data in arriving at a 100-year flood elevation. Subsequent revisions to the maps in 1992 and 1997 merely incorporated specific map revisions that had been made to the existing maps in the interim &ndash; generally to identify and incorporate new land development.</p>
<p style="text-align: justify;">FEMA initiated the new project in 2004 and its preliminary findings were released in late 2006.&nbsp; Fort Bend County contributed $1.1 Million to the project while the City of Sugar Land added $200,000, thereby doubling FEMA's original budget.&nbsp; As anticipated, the preliminary study showed that numerous levee districts and four utility districts in Fort Bend County would be required to increase the height of existing levee structures by varying amounts, and in a few cases construct new levees, in a very brief period of time in order to maintain their accreditation by FEMA under the National Flood Insurance Program. Additionally, much unprotected property along the Brazos would fall within the new 100-year flood hazard zone, including many county facilities located in the county seat of <st1:city u1:st="on"><st1:place u1:st="on"><st1:place w:st="on"><st1:city w:st="on">Richmond</st1:city></st1:place></st1:place></st1:city>.</p>
<p style="text-align: justify;">In response to these findings&nbsp;Fort&nbsp;Bend County and eighteen Levee Improvement Districts within the county embarked on a fast-track, cooperative program to elevate or extend levees as necessary to meet FEMA levee recertification requirements using the new flood-plain elevations prior to final adoption of the new Flood Maps. The multi-year mapping project was substantially completed in 2009 with the publishing of the preliminary revised maps. Most levee systems meet FEMA standards under the preliminary revised maps, and all levee systems in the county are expected to meet those standards well ahead of final adoption of the preliminary maps.&nbsp;Overall,&nbsp;$34 Million in construction cost savings&nbsp;were achieved by the cooperative partnerships created by the levee districts to address the need for elevating their levee systems.</p>
<p style="text-align: justify;">Fort Bend County Judge Bob Hebert commented, "The Fort Bend County Flood Map Modernization Project is worthy of an award based on its successful application of the concept of multi-jurisdictional cooperation to solve a complex problem that threatened the entire county. The successful project revised and substantially improved the county&rsquo;s flood hazard maps and the required levee modifications were completed on time and with millions of dollars in cost savings for county tax-payers.&nbsp;&nbsp; Numerous governmental agencies were involved and all worked together to improve flood maps and simultaneously achieve Levee Re-certification by FEMA.&nbsp; <st1:place w:st="on"><st1:placetype w:st="on">Fort</st1:placetype> <st1:placename w:st="on">Bend</st1:placename> <st1:placetype w:st="on">County</st1:placetype></st1:place>, as the lead local partner, was able to build and maintain a consensus for action and a positive working relationship with all the partners to successfully complete this vital project.&nbsp; No value can be placed on the fact that the citizens of Fort Bend County now possess state of the art flood hazard maps.&nbsp; That result is truly priceless."</p>

County Commissioner James Patterson stated, "The new street, originally planned for a four lane open ditch, today offers four lane concrete curb and gutter. A significant savings in the construction bid made these upgrades possible. This allows Fort Bend County residents to travel from Harlem Road, the west end of West Bellfort, to Highway 59 and further."</p>

<p style="text-align: center;"><strong>Justice Center&nbsp;Reaches Milestone&nbsp;and Construction Begins on Katy Gaston and Katy Flewellen</strong></p>
<p><strong>Fort Bend County-</strong>Its been an exciting week in Fort Bend County.&nbsp; First, area officials attended the "Topping Out" of the Fort Bend County Justice Center along with the General Contractor, JE Dunn.&nbsp; The event was held to celebrate the completion of the structure and a Live Oak Tree was hoisted to the top of the building.&nbsp; Although, their remains a great deal of work to be done to complete the new Justice Center, the topping-out represented the safe and successful attainment of the highest point.&nbsp;&nbsp;County Judge Bob Hebert commented, "It made for an exciting day in Fort Bend&nbsp;County.&nbsp; It was nice to see so many area officials attend this significant event.&nbsp; I am proud to of been a part of it and look forward to&nbsp;the grand opening in 2011."&nbsp;</p>
<p>In addition to the topping out of the Justice Center, two significant road projects were started this week&nbsp;to include&nbsp;Katy Gaston and Katy Flewellen.&nbsp; Work began on Katy Gaston Road on Monday where the road will be reconstructed to four lanes from Cinco Ranch Blvd to FM 1093.&nbsp; Katy Flewellen will be expanded to four lanes with curb &amp; gutter and storm sewer from Pin Oak Road to Katy Gaston Road.&nbsp; The construction should complete in 12-18 Months.&nbsp; This area is one of high growth and both of these expansions&nbsp;are needed to provide additional capacity for the high demand of traffic in the area.&nbsp;</p>

<p style="text-align: center;"><strong>New Inspections Required within Unincorporated Fort Bend County</strong></p>
<p style="text-align: justify;">Beginning April 1, 2010 Fort Bend County residential home builders will be required &nbsp;to report inspections for new construction within&nbsp; unincorporated areas of the county.&nbsp;</p>
<p style="text-align: justify;">A minimum of three inspections during construction will be required and include inspection of the following: &nbsp;the foundation, before the placement of concrete; the framing and mechanical system stage before drywall; and the final inspection once construction is complete.&nbsp; Additionally, builders will be required to provide notice to the County&rsquo;s Engineering Department of the location of new residential construction, the approximate date by which the new residential construction will start, and the version of the international Residential Code that will be used during construction.&nbsp;</p>
